Federal Register Part II Department of Defense Office of Personnel Management 5 CFR Chapter XCIX and Part 9901 National Security Personnel System The Case for Action Page 7552 "DOD civilians are unique in government." For the last 30 to 35 years I have been a part of the U.S. Air Force [served 5 years and 8 months] then; I started my career with the VA Hospital Administration. As the years have gone by--I have observed the unique DOD civilians being systematically eliminated from civil service. This nightmare started with the Graham-Ruddman Act in the early 80s timeframe. From that point on, civil service has been systematically attacked!!! How? By the hiring of military retirees and dependent wives; then we were attacked by the military--military supervisors over civilian employees!!! See if you get a fair shake from the good ole' boys--especially being female and no political connections with the acception of serving in the Air Force. The atmosphere is a highly stressful, backbiting/backstabbing favortism/who knows who setup. Oh it has always been that nightmare; but now it is beyond belief!!! How do I know these facts? Have been at Fort Bragg, NC for almost 18 years and have seen this nightmare taking place systematically from day one. This NSPS Program is nothing but a {military supervisors-retirees) good ole' boy, retirees, dependant wives private club of which you are not a team player [That's a formal word to describe the Best BootLickers and the favorites of the supervisor(s) who get all the credit for other employees efforts and all that these employees get is the stress and burnout]. The supervisor's cliques run the office--and they do not look after the employees who are not bootlickers/favorites of the supervisor and or command. Page 7555. Guiding Principles--??? The military and civil service have the least qualified people in supervisor positions--more than ever!!! Put mission first, Respect the individual, Value talent, performance--oh please--give us a break!!! My supervisor has his head up his favorites rear-end, so far he would not recognize talent, if it walked up and slapped him down. This person is going to have complete control over my career???????? NO!!! NO!!! NO!!! We have no protection from the Demons this NSPS will create!!! Payband!!!! These same supervisors will have control over your money as well!!!!!???????? No!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! I AM AGAINST THIS NSPS PROPOSAL--NOT A GOOD THING FOR CIVIL SERVICE--AT ALL!!!!
