Recommend separate pay bands for each grade e.g. GS-1 through 15 that allows components to manage pay rates based on local market conditions within budget constraints for Non-Career Program employees. Career programs should centrally control the pay banding within the career program e.g. CP-13, CP-20, CP-33... This is necessary since many of these career program employees transfer or are mandatory mobile between duty stations, which would make local control of pay banding for these employees unfair.
