I have only been in the Federal system for one year and I am still learning about the system as it now operates. I don’t think that it is perfect by any stretch of the imagination but I am concerned that sweeping changes suggested by the NSPS will only exacerbate the problems that now exist. The procedures are daunting and the paper work overwhelming now! I’m concerned that a completely new system will only slow things down even more. The current system does not appear to encourage personal involvement and a level of quality that could be attained if individuals that put forth the extra effort were compensated for a job well done. The current system encourages people to follow the rules and regulations and not rock the boat. If NSPS provides a fair and easily maneuverable, low paperwork system to promote a job well done I am all for it. I am still of the opinion that it is not a good idea to trash a system that has been working for years and merely modify those areas that need to be fixed. An improvement to the exiting system might include career civilian and or military supervisors that would stay with an organization for more then 2 years to maintain continuity. I am afraid that the Jeannie is already out of the bottle and there isn’t much an individual can do to affect the NSPS. I simply hope that those in charge do not jeopardize quality and human endeavor for the bottom line dollar, cost cutting. I have seen this happen in industry. Down sizing, right sizing, reorganization always has a cycle that adversely affects the little guy and in the long run does not help the organization. Good luck!
