My concern is that there will never be an automatic cost of living and locality pay adjustment ever again. I've worked for DOD for almost 28 years and have been involved with both the previous and current appraisal systems. I don't care how often we are told that an appraisal system is going to be fair, it never totally is. Take the current system, for example. Ratings should be based on actual performance, but I know that different areas are given so many "9s", so many "8s", etc to work with and the end result is that not everyone who deserves the higher appraisal scores gets them. Whoever is up for promotion will get the higher scores, regardless of whether or not it hurts anyone else who may not be up for a promotion, but nevertheless works hard every day and performs the mission. What I guess I'm trying to say is that the cost of living in the world today is going up every year and without a general cost of living adjustment and locality pay, how are the good performers going to be awarded if some supervisor doesn't think it's time to give an increase in pay? Will the pay pool panel have some way to award the good performers in some way that may not be in line for a large increase, but deserve more than nothing? At some point there isn't going to be resources available to keep paying the good or even excellent performers because they are going to reach the top of the pay band. I don't have a problem in making the poor performers either "shape up or ship out" as the saying goes, but they are the minority. Most of us are hard-working, conscientious employees dedicated to performing the mission which, in our case here at Tinker AFB OK, is supporting the warfighter with war winning capabilities - on time, on cost!!
