This change provides DOD broad powers over its civilian workforce without any real responsibility to use this authority fairly or even consistently. Under the current system, all to often, favortism and even blatant prejudice for and against individuals and/or groups guides management's personnel decisions. Integrity may be a core value of military life but is rarely seen in senior officers/decision makers. If management is essentially crooked in their dealings with subordinates now, how will the new system protect employees from even more abuse by management? How can people of questionable virtue be considered virtuous enough to wield this new authority in any way even vaguely resembling responsibly or fairly? Is rewarding employees for the wrong reasons actually in the best interest of the government?
