Is Rumsfeld ready to go down with the ship? We are headed for disaster and I fear for this country’s defense. If we need pay for performance and pay banding...keep it at the GM/SES level and off the backs of the average DoD worker. NSPS works only a theory -- and is no more valid than the notion that dispensing food to a rooster every time he pecks the piano guarantees he'll soon play Beethoven. In fact, no one out there really knows if incentive programs truly work.
