It is with great enthusiasm that I look to this NSPS to be implemented. I am a Contract Administrator Intern at Ft. Campbell, KY (DA Intern hired under the Outstanding Scholar program) and it is with much frustration I face each and every day. People sleeping at their desk one minute and receiving awards the next.....it absolutely blows my mind. In a nutshell (even though I currently earn an above average income compared to KY's ypical earnings) if it were not for this system, I would be looking for work elsewhere. Money is not everything. I have now experienced the meaning of demoralization by working in such an environment where managment's hands are tied w/accepting slackers' lack of work ethic and productivity. I embrace this new system. THANK YOU for realizing that the government in a whole was in desparate need of reconstruction from the Human Resources core on up to the mgmt evaluation authorities! julie
