I am opposed to the implementation of the NSPS. After 25 years in Government employment, this is yet another IMPROVEMENT that in the long run will hurt loyal, hard-working employees. My biggest objection is that personalities make perfromance appraisals subjective. I work in HR and can envision the numerous times an employee can be hurt by a boss that just doesn't like him. I understand there will be training for supervisors, but, again, I've seen too many times where the training is initially given, but then down the road, it falls by the wayside. Another hugh flaw I see is the system will destroy teamwork. When you have employees competing for money, it certainly won't enhance teamwork. A system based on favoritism will not succeed. I'm sure this is a "done deal". How sad for the loyal Government employee.
