I agree in theory with the principles of NSPS. However, I work in an organization with a group of civilian managers whose major focus is staying out of trouble. They do not understand the jobs of the people they supervise. They only communicate with employees through email. They are not willing to take disciplinary action when necessary. They would rather reprimand the general population than have a one-on-one with an employee who has a performance problem. I do not see how they will be able to perform unbiased assessments of their workforce. For example, workload is not fairly distributed. An employee with a more complex workload is going to have problems meeting their metrics. Supervisors do not want to make adjustments to workload, so employees who are doing an amazing job but not meeting metrics because of the nature of their workload, are going to be punished under the new system. Supervisors are not open to change. They will attend NSPS training because it will be mandatory. However, they will go with closed minds and not learn anything. The local commanders I have met are only here to put in their time before they retire and hopefully find a job locally with one of our contractors. They have no interest in leading or reigning in their managers and supervisors. Supervisors will not be willing to listen to employee input regarding performance indicators. They will mandate what the measures are going to be and we will be expected to meet them or else. If you make one mistake, you are immediately branded as useless and nothing you do for the rest of your career will ever be good enough.
