Please reconsider using the annual cost of living allowance (COLA) for the annual payout for performance. I am currently under a Lab Demo Project so I am aware of some of the aspects of the NSPS. I am at the top of my payband (just reached it this year). Because of this, I received an annual award versus an increase in salary after my last performance appraisal. The size of my award was based on my salary. If COLA is taken away, my salary will never increase. In turn, my awards will never increase unless our organization adjusts the formula they use for a payout. I do not see this happening. Something just does not seem right or fair about this. I wonder is it even legal to take away a person's COLA?
