Comments:
I am concerned with how supervisors, managers, and military commanders are going to implement NSPS. Training is to be provided on how to manage change. However, several years ago I facilitated a training program using videotapes produced by Lou Tice, "Investment in Excellence." The purpose was to prepare the workforce for wide-sweeping changes in how the agency works. Most of the managers who attended my sessions were totally closed-off and not willing to try the techniques presented. I am concerned that they will not be able to change in order to give employees a fair chance under NSPS.
