As I understand the new HRMAX system that DHS is going to doesn't even take affect (as far as the first person rated and paid under pay-for-performance) until Jan 07. DHS is taking it's time to insure all managers and employees are properly trained to make this transition a success. That is what they are actively pursuing, as I read, and the reason for this Jan 07 date. Why is DOD so bent on slamming this down our throats this July with a Spiral -One implementation? DHS was the leader in the type of the new Homeland Security reform now it looks as though DoD is going to implement this farce regardless of insuring the proper preparation and training for all individuals is conducted to try and insure a success. Obviously the training provided for DOD managers will be nothing more than a Power-Point Slide Show. Please stop the insanity before DoD Civil Service is destroyed.
