Comments:
1. Federal employess must not loose money for any reason. Ten percent is way too much. 2. Due away with the one year hiring restriction at the next lower grade before promotion to the next. 3. New pay system will lead to favortism. A lot more than now. 4. Too easy to fire. No rights for employees. Due process is too short.
