I am concerned with pay banding. In theory, an employee's pay may never increase for the rest of his or her career depending on how the allocations for cost-of-living increases and locality pay are distributed. If an employee is not a favorite of management or did not accomplish a great feat within the last few weeks of the performance period, he or she will probably not be recognized. The money allocated for that employee's GPI will go to someone else.
