Comments:
I began my service with the government in 1981. Here I am, 25 years later, being told that suddenly, all the rules are changing. How is changing over to a new system that basically effects my ability to advance myself affecting the national security? Will the country be more secure just because my supervisor can dictate my payraises? Are we going to be safer from terrorism now that my Union can no longer bargain on my behalf? I fail to see the correlation between national security and what is being proposed under NSPS.
