I am very concerned about the NSPS and strongly object to many of its principles. This system changes the way employees are treated in all aspects of their career. Favoritism could, and probably would, be the rule rather than the exception. Impartiality would be a thing of the past. Forcing employees to compete with each other for pay raises, would ecourage conflict, not teamwork. If the government feels there are problems with the present system, fix those problems; don’t throw a proven system away.
