Here are some of my concerns. 1. There are no assurances of COLA increases or locality pay. 2. We can be assigned elsewhere in the world. 3. Will teamwork be encouraged when we are all completing for the increases? 4. Will levels be funded consistently each year? If I receive an increase in a poorly funded year, I will lag behind others who received increases in years with better funding. 5. If an office has several outstanding performers, then will all receive increases? If not, this program will definitely not encourage teamwork. 6. Most private sector companies give increases every year. Some employees just receive more than others. How bad will morale become if employees do not receive increases? 7. NSPS is supposed to allow greater flexibility in hiring. When young people find they may not receive increases for several years, why should they stay? They can go to work in the private sector and be given increases every year. 8. My last comment suggests age discrimination. is management going to use the majority of the pay increase dollars to keep new employees on board vs. giving increases to older employees? 9. When briefed on MSPS, I am told that most of the questions are answered with "I don't know." How can we know if this is a good pay system?
