Comments:
My concerns are with the local community, with so many involved with actives in the local communities. The NSPS would put a hard ship on there actives. We have used volunteers for being mover to needed location on temperate bases. A good example of what you want is being used at NNSY (Norfolk Naval ShipYard Portsmouth VA.) it is called “The Tiger Teams.” This Tiger Team system has worked for years. Why would we abandon The Tiger Team system that has worked for years for a system that we do not know will work.
