Staffing and Employment – Subpart E There is currently much flexibility in recruiting and retention high quality workforce if organizations choose to do so. Many hire and retain who they want without regards to experience or disparate treatment. The DFAS Human Resources organization located in Indianapolis has openly stated they want a younger workforce. As a result they have hired from the outside, recruiting college students, giving very little consideration for their own employees for developmental positions. How much flexibility is needed? The “good old boy network” within allows management to escape discrimination charges. Management has said, (off the record) they will hire who they want and they do. Check the Records – How many employees have been hired from the outside as Outstanding Scholars? How many employees within the organization have been selected under the same provisions and denied promotional opportunities?
