I have been with the DOD for a short time only 4 years. In that time I have seen abuses of the system. I have also seen employees go through the system for an alleged abuse and was exonerated. In both cases management did not have the skill level necessary to deal with the situation. It is a dangerous thing to give power without knowledge. Which I fill will be the case. Things are the way they are for a reason. Although time a changed human nature has not. Don't though the baby out with the water. Just because parts of the system need changing doesn't mean the whole needs to be changed. The future has and will always be shaped by the past. So way in this case are we disregarding the past and how it has shaped the current environment? If things are not planed well the future employee will either be sleeping with, related too, or personal friends with the boss. These kinds of things go on far too much now. Power corrupts, absolute power corrupts absolutely. Not to mention the skilled labor that will be fired (with good cause of course) just because they do not meet the subjective criteria. If things are as bad as they are being made out to be. Then how or why are we meeting the current matrix. A better explanation of what is going on is people in power always want more of the same. They never have enough.
