Although a system of pay-for-performance is in general a good idea, I believe that it is better suited for private industry. I truly believe that, in many cases, there will be poor judgement on the part of many supervisors in regards to appropriate distribution of pay raises, bonuses, etc. This will create frustration and lower morale among a good number of hard-working personnel. I'm guessing that about a third to a half of all Corps of Engineers personnel will not be happy with the new system. Also, due to the increase in competition between employees created by the new system, there will be less cooperation/communication among employees that once generously shared information and time to help answer other employees' questions. I predict that the Corps will lose many good employess (not just non-performing ones) to the private sector or elsewhere over the next 5 years or so due to unfair distribution of pay raises, bonuses, etc. that will result from the new system.
