I would like to address the classification of the Traffic Management Career Field. The Traffic Management Officer is listed under Business Management @ Technical Management Professional. Freight Supervisor’s and Personal Property Chief’s are shown in administrative support. The supervisory positions, in the Traffic Management Career Field are technical skills positions plus supervision for a flight element. This requires career based skills that can not be substituted with education or any other skill code. There are no Core Documents that address Freight/ Personal Property intermediate level supervisors. I have reviewed several bases and this is a CONUS wide Career Field issue. Administrative Support Level III covers GS 8-10 the position should be aligned under Technical Management Support Level III GS 9-11. These positions form the basis for career skills in the area of Traffic Management; they are also the foundation for career progression. In a day and age were Logistics is a focal point for all war fighting planning, how can we designate this critical war fighting skill in an administrative category. Lean Logistics, on time delivery, in transit visibility, regionalization and family first programs are just a few of the cutting edge program in the Traffic Management arena. These positions need to be lined up under the Traffic Management Office as a Transportation Specialist under Technical management Support. As an example from Personnel Experience finding qualified individuals for vacant position is very difficult. The requirement for specialized experience to critical positions within TMF always extends the hiring process. To develop a plan that grows people into both the experience in technical skills while learning management traits is the best plan. To accomplish this goal the Career paths should be aligned under the mid level goal position. This position is the Traffic Manager under the GS 2101 series. This would be for all first level supervisors in Traffic Management. I think that a review by the functional manager at the command level would support this reconsideration.
