In the Air Force Research Laboratory’s experience under the Demonstration Project Authority we have found that commitment to a pay banded classification scheme requires a shift of emphasis from assignment of duties (GS system) to assessment of performance. As such, the pay-for-performance system is vital to implementing an effective pay banded system. In addition, the classification system and authority provided AFRL through its Demonstration Project authority has proven to be a very powerful management tool. Creating a simplified classification system and delegating classification authority to line management is critical to the success of a new personnel structure and to obtaining management buy-in for the new system. While the Federal Register explains the need for an improved personnel management design and describes the guiding principles that communicate the department’s intent in creating NSPS, there is no description of the goals and objectives of the specific interventions included in the NSPS Federal Register (FR). Recommend the NSPS FR address the goals it is attempting to achieve with each intervention outlined. Further, we cannot fully assess the integration of the proposed system without the benefit of complete documentation to be used to apply the system. Accordingly, recommend DoD publish the classification standards, pay schedules, performance management guidance and qualification standards in a separate issuance for comment.
