SUBPART A – GENERAL PROVISIONS 9901.103 Definitions: Career Group: This definition for Career Group is completely different from the Classification definition of Career Group under 9901.211. They need to be consistent. The definition needs to reference/include occupational series. The definition of career group should also be consistent with its use under competitive area (9901.605) and competitive group (9901.606). SUBPART E – STAFFING AND EMPLOYMENT 9901.504 Definitions: Temporary and Term: There is no clear distinction between term versus temporary employees. They are both employees on time-limited appointments. Suggest employee appointments be distinguished as time limited with no distinction for term or temporary. 9901.511(d)(2): Delete the example (e.g., an individual employed on a temporary or term basis). 9901.513 Qualification Standards: The first sentence contradicts the second sentence, i.e., will use OPM standards, but may establish DoD standards. Suggest adding at the end of the second sentence “when OPM standards do not fully cover the occupation or are not available.” 9901.606 Competitive Group: The definition of career group under 9901.103 includes occupational series/specialty and pay schedule. Use only career group as a competitive group item and delete 9901.606(b)(2) and (3). See above comment regarding consistency in definition of career group. Also, too many elements under competitive group will make this unmanageable as a first sort for reduction in force. 9901.607(a)(1) and 608(b)(2): Change reference to “temporary employees” to read “employees on time limited appointments.”
