Para 9901.103, The definition of performance is not entirely correct. In the PERFORMANCE definition subjective criteria is provided such as professional demeanor(actions, attidude, and manner of performance) which all can be determined diffently by each of us. The key here is to provide objectivity and metrics. Note in this NSPS Federal Register, I can't find any metrics for sucess for this new system. Recommend being objective for the definition of performance and show that in your doctrine and not be political and subjective as this NSPS doctrine exhibits.
