I have a few issues that need to be addressed. There are no assurances of future COLA increases or locality pay. I have already done my time in the military being assigned wherever they chose. Did we sign up for the military when I joined the civilian workforce? Employees may be assigned elsewhere in the world. This is not what I signed up for. Will payroll banding really encourage teamwork when workers are competing with each other for the “pay for performance” increases? I don't think so. If anything, people will realize more than ever that knowledge is power. Will employees feel free to speak up when a conflict could jeopardize a pay increase? Or will I now need to suck up to every manager that is or may become my superior? Salaries and bonuses are funded by the DoD. On occasion the DoD has chosen not to fund award programs. Will the same percentage of money be available every year for pay increases? Or will DoD choose to fund at different levels every year? Those employees who get pay increases during poorly funded years could lag behind co-workers who get pay increases during years when levels of funding are higher.
