The current system, with few exceptions, forces people to accept supervisory/management roles in order to advance in grade/pay, particularly in GS-13 and higher positions. I believe this contributes to a tendency to have many supervisors with few subordinates, and for a glut of managers who have little managerial skill but were selected for the job because of outstanding performance in a technical field. I personally would much prefer a non-supervisory position, but there are none at my grade level (GS-13) at this installation, and few elsewhere in DOD outside the beltway. I suggest that more "Nonsupervisory expert" positions be created and the number of supervisory positions be reduced accordingly. Those who truly have the interest and abilities to become high-performing supervisors and managers can then be trained to do so, and can manage a greater number of subordinates. NSPS will demand more of supervisors and managers, so a cadre of top-notch professional managers is essential at all levels.
