Offer placement assistance for those DoD employees who wish to transfer to other organizations to complete their careers under the system they chose when they joined the federal workforce. There must be a nefarious reason the Department of Defense is doing this. Nobody changes a well-designed system which successfully evolved over many years unless there is a devious reason to do so. Allow the federal government employees to complete their careers under the system they started with.
