General Comment: The information contained in the federal register does not go into enough detail to allow for true constructive criticism. Pay and Pay Administration - Subpart C: The system needs to allow for yearly cost of living increases. The register needs to better define, if not exactly layout the conversion from GS to the pay bands. Performance Management - Subpart D: The new system gives the supervisor way too much responsibility and authority in dealing with subordinates. The register doesn't clearly articulate what, if any, checks and balances that will be placed on supervisors and managers to make sure they are doing their jobs.
