Federal Register, page 7560/ Vol. 70 No. 29, dated 14 Feb 2005. Annual Performance-based Payouts. I work for a reimbursable agency that is not direct funded. There are times when the agency I work for does not have enough money to provide for pay raises. If my performance is tied to my pay raise would I be graded as only acceptable to avoid giving me a pay raise due to lack of funds. If so this would adversly effect my ability to move to another agency due to less than stellar performance evaluations that were based on cash flow not performance. I would like assurance that this would be protected against.
