As a former supervisor and current aquisition program manager I would like to comment on the proposed NSPS. I have found no evidence that the new system will promote fairness and fair treatment of employees. Supervisors are human and they will continue to show preferencial treatment to those they like. Those employees will do well under the new system, good old boys. The average worker who comes to work and does a good job may not be recognized for his contributions. Infact his cost of living adjustments and what was step increases could be be taken away. As an aquisition professional, ethics are constently enforces we must treat all potential offerrors fairly. What has been mandated for acquisition is not even being considered for our new personnel system, fairness is not being applied. In acquistion just because you may not particually care for a specific contractor you must treat them all equally. This is not the case in the new personnel system, supervisors will be able promote and give raises to the ones they like vs who is the most qualified or deserving. Where is the checks and balances.
