Para 9901.405, step(a) (4), What is going to hold a supervisor and manager accountable? In my 22 years of service, I have never seen a management type held accountable for anything. As a sidebar,I am not even sure if SES types are held accountable by this NSPS. In conclusion, an objective oversight outside of DOD(remember IG before they became useless) is the only way that management can be held accountable. Punishment(which I can't find in this doctrine) for management must also be promulgated and given out when required.
