I have no specific section; I only have a concern. What if one's supervisor is the type that never awards, or even notices, exceptionally hard-working staff? The personnel in my division have had only one 8 hour time-off award for the last 15 months, even though this administrative staff works on big projects, sometimes typing for 4 or 5 hours non-stop. If a few of the staff have done exceptional work he doesn't want to acknowledge the work because he can't award all of the staff. I really think that he thinks all administrative staff are interchangeable, like little robots, not noticing that one staff member consistently has a better quality of work. Although he never wants to commit, or face a confrontation, he does seem to have a sycophantic relationship with the one staff member who doesn't perform with the highest quality of work. So how can I feel comfortable with pay banding?
