(OPM) are issuing proposed regulations to establish the National Security Personnel System (NSPS), a human resources management system for DoD, as authorized by the National Defense Authorization Act (Public Law 108-136,November 24, 2003). NSPS will set new rules for basic pay, classification, performance management, staffing, labor relations, adverse actions, and employee appeals. NSPS aligns DoD’s human resources management system with the Department's critical mission requirements and protects the civil service rights of its employees. First, this looks and smells like another one of many mr. bush ideologies. The impression I'm getting from the (opm) and the (nsps), it's another way to punish the needy by creating another money hogg in washington while ecomonically taxing the government people outside of dc that are doing most of the real work. Secondly, it like every flessing scam starts out, let's switch to the merit system for the boys in the field. And us good old boy in dc (opm) and (nsps) will stict to favortism and higher pay; b.s. Finally, if this country under mr. bush didn't spend so much red ink trying to convert the sand jockeys to democracy or seaching for weapons that weren't found, his puppets would not have the need to make such a small cut by dc standards to the little people doing a great job as Civil Servents. I suspect we are the small people that don't have the lobbying power (money) and that's why we're getting picked on. Lastly, what plans are in place for the (nsps) do with existing managers that were placed on the bases of favoritism over merit that are still in place? Who's next the disabled? nice job dc.
