This is not a smart move. Too many questions left unanswered and people do not trust this is an objective system. The implementation of this system MUST be delayed so that the civil service worker has a chance to contribute, afterall it effects them directly. Why are DOD employees being singled out? I AM STRONGLY OPPOSED TO NSPS!
