Why are we interfering with a system that is currently free of nepotism? One of the strengths of our country is our strong civil service record. This system destroys it and replaces it with a flawed, unproven and untested travesty. This system, as currently structured will lead to a loss of productivity. In many cases, the managers are individuals who know the least about what's happening. Why are we emboldening the least productive to lead? When did civil service employees become a threat to national security? Who will provide oversight and prevent abuse by incompetent supervisors? NSPS should stand for Nation Sponsoring Private Stoolpigeons.
