PAY BANDING AND FLEXIBILITY IN ASSIGNING WORK ENCOURAGES THE "BUDDY" SYSTEM WHICH IS ALREADY IN EXISTENCE. SPECIAL ASSIGNMENTS AND CERTAIN "HIGH VISIBILITY" PROGRAMS ARE ASSIGNED TO BUDDIES OF THE MANAGERS. THIS MEANS THE MERIT RAISES AND BONUSES WILL NOT BE EQUITABLE BUT WILL STILL GO TO ONLY CERTAIN PEOPLE EVEN THOUGH OTHERS IN THE WORK PLACE ARE AS CAPABLE OR MORE CAPABLE OF PERFORMING THE WORK. IF THE OBJECT OF THIS IS TO MAKE A MORE FLEXIBLE WORKFORCE BY ALLOWING GREATER FLEXIBILITY IN ASSIGNING WORK, JOB DESCRIPTIONS AND ASSIGNED DUTIES WILL BE PURPOSELY VAGUE. THIS MEANS THE RATINGS MAY BE ARBITRARY AND MANAGERS AND SUPERVISORS ARE ABLE TO SAY EMPLOYEES DID NOT PERFORM THE DUTIES OF THEIR JOB WHEN IN REALITY THEY WERE GIVEN DUTIES OUTSIDE THE SCOPE OF THEIR JOB. THE DOD HAS ALREADY PROVEN UNTRUTHFUL CONCERNING EMPLOYEE AND UNION PARTICIPATION IN FOCUS GROUPS AND TOWN HALL MEETINGS. EMPLOYEES AT LETTERKENNY ARMY DEPOT WERE NEVER INCLUDED IN ANY OF THESE GROUPS OR MEETINGS. LOOKING AT THE NUMBERS OF EMPLOYEES AND THE NUMBER OF MEETINGS, IT DOESN'T SEEM THAT THIS WAS A GOOD SAMPLING OF EMPLOYEES, IN WHICH CASE, THE DATA WOULD BE FLAWED. AS FAR AS BONUSES, ACCORDING TO THE RECENT REPORT, 332 SENIOR EXECUTIVES RECEIVED OVER $10 MILLION. THAT IS OVER $30,000 EACH. AT THE SAME TIME, OTHER GOVERNMENT EMPLOYEES RECEIVED AWARDS THAT AVERAGED ONLY $500-$800 EACH. SINCE THE AGENCIES HAVE TO BUDGET THIS MONEY NOW, HOW WILL IT BE DIFFERENT IN THE FUTURE UNDER NSPS? THE MANAGERS WILL STILL RECEIVE THE LION'S SHARE AND THE EMPLOYEES WILL DIVIDE WHAT'S LEFT. I HAVE HEARD MANAGERS STATE THAT NOBODY WHO WORKS FOR THEM DESERVES AN AWARD. THEY DON'T WORK HARD ENOUGH OR AREN'T SMAT ENOUGH. THIS IS WHILE THOSE SAME MANAGERS ACCEPTED AN AWARD FOR THEMSELVES. MANAGERS CANNOT BE DESERVING OF AN AWARD IF THEIR EMPLOYEES WHO DO THE WORK AREN'T DESERVING. NSPS WILL NOT CHANGE THIS MIND SET NO MATTER HOW MUCH TRAINING THEY ARE GIVEN. ACCORDING TO THE DEPUTY COMMANDER AT LETTERKENNY, THE EMPLOYEES ARE DUDS, LOSERS, HAVE BAD ATTITUDES, ARE INBRED AND ILLITERATE. HOW MANY AWARDS AND MERIT RAISES WILL THESE EMPLOYEES RECEIVE NO MATTER HOW MUCH WORK IS DONE AT THE DEPOT? WILL TRAINING CHANGE THIS ATTITUDE?
