I am not in favor of the implementation of the NSPS. I have worked for over 30 years with the Government and in those 30 years I have seen many changes. This is one change that will deflate the morale of the civilian employee more than ever. It was always impressed upon me even back in High School that if I could ever work as a Civil Servant I should try to do so. The benefits were great and job security was there. After being hired as a Civil Servant I embarked on a satisfying and rewarding career. After marriage, I moved with my Spouse who was in the Military to several different states and was able to continue my career with the Government thanks to the Spouse Referral and Preference Program. There was no way I would ever win the favoritism of a manager to get pay increases because of being new in the work place. Additionally, I was never very lucky at getting promotion opportunities because the Managers knew I would be leaving soon for another assignment and there was no way I could ever had been deployed to defend our nation in another country w/o it having dire consequences on children. I believe if you want to continue hiring and attracting the best employees you can find this System will need to be groomed. Thank you. From a concerned Civil Servant
