I am afraid with the NSPS system, that employees will become afraid to stand up for their rights and become a "bad apple" in the eyes of their supervisor because now the supervisor will have all of the authority in giving raises. We all know that supervisors always have their favorites that they participate with more than others, and if you are not one of them, you will not benefit at all. Previously I held a position and the duties that I performed were not tracked and my supervisor had no idea the day to day prodedures that I went above and beyond with, I had to send her an email on a weekly basis that let my supervisor know exactly what, when, where, and how I did my duties that week and this was her idea of how she could give me a fair appraisal. For employees that work in these kinds of positions, how will they ever be able to get a fair appraisal if they are not "a favorite" of their supervisor, regardless of how much effort they put into their jobs. NSPS is a "pay for performance" program that will not work FAIRLY!
