The stabilizing work force in DOD is civil service. The HSPS is very scary, because it dose not take into consideration of the civil service eployee that has been at his/her job for many years making shore that each and every base is runing will and keeping the military incheck. Military move from job to job every 2 years for the most part and need people that have been there for along time to help them to get to know the ropes. That is only on problem with HSPS, however wrought it did it quit fast I would think beacuse it is a very costly will promote bad management. Tring to explane ever problem with HSPS would take forever it has now consideration the US Governemet the American People or civilservice. I am shour some one will try to put it into efect with out even thinking if it will realy work or not.
