I personally feel that this a this service to federal employees. We have served our government in the do more for less era and i believe it is doing quite well. I feel that the pot of money has not been explained fas well as it should be as to who judges who gets how much. There does not seem to be as much protection as Title 5 . At least then we had some recourse to complain about unfair labor practices. It it seems unfair to push this on management and employees without us have any say in the setup of this program. The situation seem to be quite open for abuse on mangement side. I personally will be losing money under the new pay scales . i know you say no i won;t but i don't see where i am gaining any money. i will still have to do the same job at the same level with no understanding how this system will work for me. Bring back title 5. Seems to be a more fair way to deal with the labor situation.
