Imagine a company in which the employees think only of themselves, fight ruthlessly for advantage at all times, and never work as a team. The work of the company would never get done. This is a senerio that WILL play out time after time if we adopt the new NSPS pay system (Pay and Pay Administration Subpart C). A certian amount of competitiveness is a good thing, but most successful organizations are setup so that if the company and the team succeed, the Individual succeeds also. My second concern with this new pay system is the setting and adjusting of rate ranges (Pay and Pay Administration Subpart C). Why should someone that is in a pay band 3 receive more for their local market supplement them those in a pay band 1, aren't they living in the same local market? Along those same lines the performance pool could be a problem if you can't give awards to all deserving employees, based on the amount of money each organization, or functional grouping receives. Last, but certainly not lease is (Labor-Management Relations Subpart I). Individuals are funny, if you leave the future of a employee in the hands of a manager who has a personal dislike for that employee, that manager/supervisor could have that employee releaved of duty without an outside source to ensure that the employees rights are not violated.
