It is hard to see how NSPS going to be beneficial for rank and file personnel. The losses to individuals appear to considerably out weigh the gains. NSPS arguably lends itself to abuse, and provides fewer safeguards than does the current system. In terms of rewards, granted, NSPS does provide for top achievers to be hansomely compensated. But what about those employees who may not be high-burners, yet through their steady and dependable perforomance, keep the mission wheels turning? If the NSPS compensation culture is focused on high-burners, and on the attaracting of new and better qualified [?] employees, what happens to the middle striation of individuals who have historically ensured the daily momentum of the mission? NSPS does not appear overly concerned with this group. Most would agree that our Nation's wellfare is paramount; however, to say that NSPS is needed to enhance national security sounds over stated at best. How can a proposed system that is creating such negative discourse among the government workforce be viewed as beneficial to America? Another unsettling issue is that many higher-level managers seem to know so few actual details regarding the NSPS initiative. I have tried to remain objective in my NSPS assessment; however, at the end of the day, I cannot help but feel it is a step in the wrong direction, that turns away from the well being of the majority....
