I note that there will be money set aside for locality pay. Will that continue to use the same mechanism as before? Pay and Pay Administration—Subpart C There appears to be no mechanism for Cost of Living Adjustments (COLA). Without this, some workers could lose pay every year if not promoted, or inflation could seriously impact both current wages and future retirement benefits. Pay and Pay Administration—Subpart C What money will be used for the performance pool? Will that be funded separately from fenced funds for basic wages (including COLA), or will be that part of the overall funds. Pay and Pay Administration—Subpart C, Performance Management - Subpart D Who will be setting the band classifications? Currently the GS levels, the equivalent, are set by the Air Force Personnel Center for the Air Force. How much discretion will be there be for the local bases, etc. Staffing subpart E. Currently mixed appeals through both the MSPB and EEO channels cause a great deal of confusion and often are not effective. A mechanism needs to address those type of claims if possible separating the claims into either MSPB or EEO. Adverse Actions, subpart G, Appeals, Subpart H.
