Are all the questions/comments you are receiving being quantified and tallied in preparation of a potential class action civil lawsuit by current civilian employees? How can a performance based promotion system ensure equitable pay between technical disciplines working for different DOD agencies that are not reimbursable versus those that are? Is it the intention of this new pay system to make everyone government employee reimbursable?
