1. Pay and Pay Administration--Subpart C As a relatively new federal employee, I do not believe it is in my best interest to transform to a pay banding system. I have serious doubts that management with be able to enforce and support an equal pay for equal work system. I believe that the government will join industry in creating a glass ceiling where certain people, regardless of skill or performance, will stagnate while others who play the political game correctly, will continue to rise. 2. Workforce Shaping--Subpart F The problem that I have is with the proposed regulations for RIF procedures. I do not believe that it is in the best interest of the government, nor do I see how this benefits any employee--high performer OR long timer, to limit reductions to an organizational level or below. There are many people who have served many years of loyal federal service that could potentially lose their jobs completely rather than be placed in another organization where there skill could be utilized.
