Everything I'm reading is aimed at assuring the work force that exceptional performers will be paid more for their skills. I'm convinced. Now what can you tell me to assure me that there will not be a continuation of rewarding underachievers by supervisors out of friendship? We all see this happening under the current system. Are there any checks-and-balances in the new system? This sounds like a free pass for that type of behavior and please don't think supervisory training is going to solve the problem.
