I appreciate the concept of workers being paid according to their assigned work but Throughout my lifetime with the military and as a civil servant, I feel this program will only allow more over inflation regarding evaluations and job performance. I think if a clerk is going above and beyond their job, they should be recognized for it but the way I interpret this new system, I think the "good ole boy" system will flourish under this system and those who might try new innovative methods, would be stifled. My impression of this new pay system is that those who do not see eye to eye with their supervisor, will lose out. I see this becoming a large obstacle for morale and will eventually prohibit any growth within the federal system. If an employee doesn't kiss the boss's behind, he won't get any compensation for his hard work. I don't think this new system will produce the anticipated "fruit" because it is really mandating expected behavior based on supervisory expectations, not on performance. I don't think this system should prohibit the annual raise, as it is, the pay increase comes after everything else, ie. food, rent, gas, insurance,etc. has been raised for several months. In short: I don't think this new system is going to be as effective as it sounds on paper. I think by implementing it, it will cause a huge morale problem within the government system, its' potential to be overinflated will be enhanced instead of decreased and it will take government employment back in time instead of moving it along with the corporate world into the future. Government employees may not make the same salary as their corporate counterparts but what we lack in salary we have always made up for in benefits. In order for our government to continue to manage itself, it needs the continuity that seasoned employees provide as well as offering opportunites and creating new jobs for new employees.
