Page 7555 - first column; "Guiding principles... respect the individual; protect right ...by law... value talent, performance, leadership and commitment... be flexible, understandable, ensure accountability" WHAT PART OF THIS is NOT allowed under the CURRENT SYSTEM? Seems to me that nearly ALL of these items under principles could be accomplished under the current system - it's just a matter of supervisors ensuring they are done. How will this system make it any different?
