I would like to comment on the lack of transparency in this process. Exactly what are we supposed to be commenting on! It must be the idea of NSPS, as there are so few details that this comment period is useless. Military personnel leaders have failed to provide sufficient details on their plan to allow anyone the opportunity to provide serious comment. The whole process has been untaken with the intent to stall and deceive employees to what is really going to happen until it is to late to make any meaning full changes. When the Secretary of Navy, and other senior civilian employees responsible for NSPS, hosts a town hall meeting to get employee feedback, the workforce naturally expects that finally someone will tells us what is going. Unfortunately, we were told, that these people who should know what is going to happen, don't have a clear picture of the final program. After wasting everyones time, these same useless town hall meetings are then held up as proof that employees were give the opportunity to provide feedback on the process. I say what feedback, we have not been give a clear picture of what we are in store for because no one can explain the final product. DOD has ram rodded this major change in the personnel system through the system without properly informing employees. They have a take our word for it, this system is going to better than the current one attitude, but offer no details to support their claims.
